Strategic Investment in Flood Mitigation Infrastructure

As Cambodia braces for intensified monsoon rains predicted by the Ministry of Water Resources, Phnom Penh has taken a transformative step in urban disaster preparedness. In a landmark collaboration, CSCTRUCK Municipal—a global leader in specialized utility vehicles—has delivered 12 state-of-the-art combo jetter trucks to the city’s Department of Public Works. Valued at $4.2 million under a 3-year service agreement with Angkor Infrastructure Solutions, a Cambodian engineering conglomerate, this fleet represents the nation’s most significant upgrade to its drainage maintenance capabilities since 2018.

The vehicles, deployed ahead of the August-October monsoon peak, directly address chronic flooding in low-lying districts like Russey Keo and Chbar Ampov. Equipped with synchronized sewer jetting and vacuum systems, these trucks can clear 350–500 meters of storm drains per hour—tripling the efficiency of previous equipment. Municipal spokesperson H.E. Vannak Soksan emphasized: “This isn’t just about unclogging pipes; it’s about safeguarding 800,000 residents from waterborne diseases and economic disruptions during extreme weather events.”

Technical Superiority for Complex Urban Challenges

Dual-Powered Debris Management Systems

Engineered for Cambodia’s unique mix of tropical sediment and plastic waste, the CSCTRUCK JX45 Combo Jetters integrate two critical technologies:

  • High-pressure water jetting modules (3,500 PSI) capable of dislodging root intrusions and compacted sludge
  • Cyclone-grade vacuum pumps with 18 m³ storage tanks for simultaneous debris extraction

This dual-action design eliminates the need for secondary vehicles, reducing operational costs by an estimated 40% compared to traditional jetter-vacuum tandems. The trucks’ adaptive nozzles can navigate Phnom Penh’s aging 600–900 mm diameter concrete drains while minimizing structural wear—a frequent issue with older equipment.

Smart Monitoring for Predictive Maintenance

Beyond mechanical upgrades, the fleet introduces IoT-enabled diagnostics through CSCTRUCK’s AquaWatch Pro platform. Sensors embedded in drain networks now provide real-time sludge depth measurements, enabling crews to prioritize high-risk zones. “Last monsoon, response times averaged 72 hours post-flooding,” noted Public Works Director Ly Kimheng. “With predictive analytics, we aim to pre-clear 60% of critical channels before the first heavy rainfall.”

Localized Manufacturing & Long-Term Capacity Building

The CSCTRUCK-Angkor partnership extends beyond equipment supply, establishing Cambodia’s first dedicated sewer truck assembly facility in Kandal Province. Slated to produce 20 water jetting trucks annually from 2026, the plant will incorporate locally sourced steel frames while maintaining core hydraulic components from CSCTRUCK’s German engineering hubs. This hybrid model ensures technology transfer—60 Cambodian technicians are currently undergoing certification—while adhering to ASEAN emissions standards.

Training simulations conducted at the new Urban Resilience Center demonstrate the fleet’s versatility:

  • Multi-stage emergencies: Simultaneous drain jetting and contaminated water extraction during chemical spills
  • Cross-department interoperability: Integration with fire department pumps for combined flood-fire scenarios

Angkor CEO Sok Piseth highlighted the strategic foresight: “By co-developing these water jetting trucks, we’re not just preparing for monsoons—we’re future-proofing against the 2030 climate projections showing 35% increased rainfall variability.” With Phase 2 negotiations already underway to expand the fleet to Battambang and Siem Reap, Cambodia’s model of blending international expertise with local execution is setting benchmarks across the Mekong Delta region.

This initiative aligns with Cambodia’s 2024–2030 Climate Resilience Framework, prioritizing adaptive infrastructure in 12 flood-prone cities. CSCTRUCK Municipal confirms additional Southeast Asian deployments in Q4 2025, with Laos and Eastern Thailand next in line for similar upgrades.
